The Chairman of the Verkhovna Rada of Ukraine Volodymyr Lytvyn said this answering the journalists? questions on Saturday.
He noted that amendments to the Fundamental Law should be made by the Parliament of the next convocation. V. Lytvyn reminded also that "there is a number is issues that require either unconditional performance or presentation for the nation-wide referendum." According to him, this pertains to amendment of chapters that deal with rights and liberties of a person and a citizen, particularly in the part of free and accessible education and health care.
Talking about the bill to amend article 98 of the Constitution, which proposes extending the powers of the Counting Chamber, V. Lytvyn called it "an obvious necessity" considering the practice of other countries.
"The Counting Chamber should be the body of national control as it is formed by the Verkhovna Rada and it should be such both by its essence and by its work," stressed V. Lytvyn.
The Head of the Parliament believes that Ukraine should have a single body of financial control. He explained that there are now many controlling structures duplicating the functions of one another, and what is more important is the fact that the results of their checks are very often not implemented. In particular, "dozens of decisions of the Counting Chamber are not performed despite the fact that they deal with abuses while disposing of budgetary funds," stressed V. Lytvyn. He believes that it is necessary to determine at the legislative level that decisions and recommendations of the Counting Chamber shall be mandatory for performance.
